Redenominasi Rupiah Saat Pandemi, efektifkah?

Rencana lanjut pemerintah atas program redenominasi rupiah kembali bergaung. Program lama ini mendapat perhatian publik kembali akhir-akhir ini. Pemerintah kembali mengusulkan UU Redenominasi masuk Program Legislasi Nasional (Prolegnas) Jangka Menengah 2020-2024. Secara harfiah, redenominasi merupakan penyederhanaan nilai nominal mata uang dengan mengurangi sekian digit angka nol, tanpa mengubah nilai tukarnya.

Menilik sejarah negara-negara yang telah melakukan redenominasi tidak kurang dari 13 negara telah melakukannya. Menjelang bergabung denga euro zone, Turki meredenominasi mata uangnya dan sukses, dengan mengurangi 6 digit angka nol, yaitu 1 juta uang lira lama menjadi 1 lira uang baru ditahun 2005. Kesuksesan program ini juga diraih oleh Polandia, Ukraina, Bulgaria dan Romania. Namun tidak semua berhasil. Brazil contohnya, telah enam kali melakukan redenominasi, namun gagal saat menerapkannya di tahun 1986. Waktu itu, mata uang baru cruzado jatuh terdepresiasi melawan dollar Amerika hingga mencapai ribuan cruzado per satu dolar AS. Kegagalan ini dikarenakan buruknya pemerintah Brasil dalam manajemen inflasi. Juga pengalaman Rusia gagal menerapkannya di tahun 1998. Kebijakan pengurangan nominal 3 digit nol mata uang karena tingginya inflasi yang mencapai 28%. Pengalaman Korea Utara mengurangi angka nol sebesar 2 digit dari mata uang yaitu dari 100 won menjadi 1 won. Namun sayangnya berakibat kelangkaan stok uang di publik, gegara masyarakat berlebihan mengumpulkan mata uang baru yang beredar. Pemangkasan fenomenal dilakukan Zimbabwe dengan mengurangi nominal 10 digit nol dari mata uang, yaitu dari 10 miliar dolar menjadi 1 dolar Zimbabwe pada tahun 2001. Namun ternyata kebijakan tersebut justru semakin menggerek angka inflasi.

Manfaat Redenominasi

Kebijakan redenominasi mata uang rupiah menjadi perdebatan yang cukup pelik, karena munculnya tarik ulur opini yang mengarah pada besaran manfaat dan biaya kebijakan tersebut. Manfaat redenominasi paling tidak dapat mendongkrak martabat rupiah di mata dunia. Sebab jika dihadapkan via-a-vis dengan mata uang lainnya, seringkali mata uang rupiah dipandang sebelah mata. Selain itu transaksi keuangan menjadi lebih sederhana sehingga mempercepat perhitungan transaksi. Juga penyerderhanaan rupiah membantu untuk efisiensi waktu, efisiensi pencantuman harga barang dan jasa, mengurangi kesalahan membaca laporan keuangan serta mempermudah perhitungan data statistik untuk analisa laporan keuangan. Dari

sisi masyarakat akan bangga menyimpan uangnya dalam bentuk rupiah dan juga semakin menghargai uang receh. Artinya, redenominasi ini tentu mempertimbangkan aspek efisiensi perekonomian negara dalam jangka panjang dan mengurangi risiko human error dalam bertransaksi ekonomi karena berkurangnya kendala teknis yaitu semakin ringkas digit angkanya.

Mencari Momentum

Kontroversi atas peluang redenominasi akan meningkatkan efisiensi ekonomi tentu adalah keniscayaan ekonomi yang bisa terjadi. Namun perdebatan tidaklah cukup menghela peluang manfaat yang hadir. Namun biaya yang muncul karenanya jika gagal merupakan aspek lain yang harus diperhatikan juga. Faktanya redenominasi membuka ruang yang signifikan yaitu peluang berhasil dan gagal.

Perdebatan atas pemangkasan nilai nol di mata uang rupiah sejatinya bukan perkara sederhana. Teknisnya bisa jadi sesederhana yang diperkirakan dengan melihat profil uang baru yang beredar. Namun perhatian utamanya adalah nilai uang akan cenderung tertekan secara psikologis dan relatif ditinggikan terhadap harga barang. Misalkan, barang dengan harga 5.700 rupiah saat ini cenderung dibulatkan menjadi 6 rupiah pasca redenominasi. Sehingga harga barang terkesan mahal. Istilah ekonominya adalah money illusion, yaitu praktek mark-up harga. Pada posisi ini sosialisasi masif dan mitigasi terkait nilai mata uang baru dan lama, perlu intensif dilakukan supaya tidak terjadi money illusion (Gamble et.al., 2002).

Redenominasi memiliki manfaat optimal kedepan. Namun tidak dalam satu atau dua tahun ini, manfaat signifikansinya akan terlihat justru dalam jangka panjang. Perekonomian Indonesia dengan uang baru hasil redenominasi akan menemukan keseimbangannya pasca pandemi di masa datang. Artinya, isu redenominasi kurang tepat muncul pada waktu yang tidak tepat. Wacana yang mungkin sahih bagi masyarakat saat ini adalah meningkatkan literasi transaksi non tunai. Dimana hal ini jelas lebih efektif dengan membatasi diri bertransaksi berbasis uang fisik. Optimalisasi terhadap transaksi digital berbasis QRIS (Quick Response Code Indonesian Standard), lebih urgen dan penting. Literasi keuangan dan inklusi di masyarakat perlu ditingkatkan lebih masif dan perlu membangun infrastruktur penunjangnya. Akselerasi penggunaan uang non tunai pada masyarakat (cashless society) adalah posisi yang paling ideal untuk bisa menghargai rupiah saat ini.

Disamping menunggu waktu yang tepat, kebijakan redenominasi juga membawa konsekuensi yang tidak mudah, yaitu memunculkan mispersepsi masyarakat terhadap harga lama menjadi harga baru. Terlebih dihadapkan pada masa lalu, sebagian masyarakat akan

mengalami kesulitan untuk membedakan antara sanering dan redenominasi. Sebagian khalayak masih mengalami trauma dengan kejadian 1959 saat pemerintah memotong nilai mata uang rupiah untuk menekan inflasi tinggi waktu itu (hyper inflation). Tentu kedua kebijakan tersebut memiliki perbedaan yang tegas. Penekanan keduanya berada pada aspek nilai mata uang dan daya belinya. Kebijakan redenominasi sama sekali tidak mengubah nilai mata uang dan daya belinya. Sedangkan kebijakan sanering adalah kebijakan pengurangan nilai mata uang terhadap daya beli atas suatu barang dan jasa.

Redenominasi akan membawa efisiensi dan produktivitas bangsa melalui daya saing di kancah global. Untuk itu yang patut dipahami adalah bagaimana meningkatkatkan harkat rupiah melalui nilai rupiah itu sendiri. Nilai rupiah akan menguat apabila uang rupiah yang beredar didukung oleh produktivitas ekonomi masif rakyatnya. Pada hakikatnya, di balik nilai Rp 1, ditentukan jumlah produksi dan jasa yang bisa dihasilkan oleh bangsa tiap tahunnya. Daya juang rakyat dalam menghasilkan produksi dan jasa memberi kekuatan pada nilai rupiah itu sendiri. Nah intinya, redenominasi tentu penting dan urgen, namun implementasinya perlu menunggu momentum ekonomi dan politik yang tepat.
